Over the period 2000 to 2010, Allan Lambert (Leader of the 1st IWA Water Loss Task Force) and several colleagues became increasingly concerned that the ‘free to all’ philosophy of the IWA Water Loss Task Force was becoming compromised by publishers and Conference organisers imposing increasingly restrictive Copyright conditions on ‘free to all’ access of papers, presentations and Group Reports by independent authors, which disseminated the many advances being made in understanding and managing Non-Revenue Water. Whilst members and students at academic Institutions had free access to all international Journals, practitioners were required to purchase such material – if they were even aware of its existence.

To promote improved Open Access to practitioners, Allan set up the LEAKSSuite website in 2013 to  provide easily accessible free information on effective water leakage and pressure management in public water distribution systems, using proven practical concepts. By Spring 2019 it had been accessed by 40,000 users in 175 countries, with over 200,000 page views. Our sincere thanks to the many individuals and sponsors who have contributed to that development. However, Allan was nearing retirement and the website was becoming too large to maintain. For this and other reasons, LEAKSSuite was closed in Spring 2019 and a new Website, LEAKSSuite Library, was created as a smaller more focussed professional and educational resource, non-commercial and free to all. All sponsorship of the website by Individual or Organisations is voluntary.

The new file structure permits particular topics to be considered as a review of significant developments over the past 30 years, with introductory notes being added to some historic papers to show how, and why, originally published concepts have been further improved, and some ‘roads to nowhere’ identified and blocked off. It is hoped this format may be useful in helping students of the topics to put older published papers in a better perspective.
